I think its too early to start perimenopause stage at 38 but my sister insists that she is having symptoms. If it is not permienopause, what could it be?

maybe some hormonal changes or a thyroid problem...

If your mom started menopause early, then it is a possiblity.

The general rule of the thumb is that you will take after your mom in terms of age for when menopause starts.
